4 Winds of war In the fourth scenario, China, after failing to maintain growth, would be unable to join the WTO, or respect the international agreements on nuclear testing and would adopt a potentially aggressive stance towards its neighbours. This would fan the ‘winds of war’ in the region triggering territorial disputes in Central Asia, in the Gulf of Tonchino and with Taiwan. Up until today, China has had various territorial disputes with its neighbours. The greatest source of tension remains the Spratly archipelago, 30 islands in the South China Sea, whose sovereignty is contested by six Asian countries: China, Taiwan, Malaysia, Vietnam, the Philippines and Brunei, each of which have historical/geographic claims on part or all of the islands.

The development and implementation of this new balanced policy, however, are encountering countless obstacles due to strong opposition by groups whose interests are threatened by the change and the uncertainty of the central authorities, who although seeking to smooth the pace of development of the country, also fear they might harm the most advanced – and the most competitive at international level – areas now that the crisis in Southeast Asia is hitting them hard. It is only natural for the government and the central organs of the CCP to appear ineffective on these issues.

However, before discussing future developments and scenarios, the current economic conditions, the causes of the crisis and the impacts of the policies are analyzed. 1 The current economic conditions and the crisis of the banking sector Since the increase of the consumption tax rate in the spring of 1997 Japan’s economic conditions have continued to deteriorate. Currently the country is in the midst of a severe economic recession due to the contraction of domestic demand. In particular, corporate sector fixed investment and housing investment have been decreasing significantly, while private consumption has not yet shown signs of recovery.
